Reconcile, do not bulk-copy (DP-09). Getting Started / Guides / Reference are documentation formats for cross-product material; product-specific pages live with their product (DEV-DOC-02). Open Source is organized by product (DEV-DOC-03). API reference is consolidated in Phase 2H.
